Nicotine and vape products are legal in Alabama for adults 21 and older, but sale is tightly regulated: sellers need ABC Board permits, products must appear on the Department of Revenue's ENDS directory (new listings since October 1, 2025 must be U.S.-made or FDA-authorized), many vapor products are steered to 21-plus specialty vape shops, and an enacted law extends the statewide indoor smoking ban to vaping on October 1, 2026. Under-21 purchase, use, possession, and transport are unlawful.
