Legal with restrictions
Louisiana permits regulated sales to people 21 or older. Retail dealers need permits, covered products must satisfy the state vape-directory framework, and nicotine consumable material is taxed per milliliter. Since August 1, 2026, a three-tier law generally prohibits direct-to-consumer shipment by manufacturers or in/out-of-state sellers, while allowing age-verified local delivery from a licensed Louisiana retail establishment.
