Legal with restrictions
Michigan permits sales to people 21 or older. Vapor products must be kept behind the counter or in a locked case, liquid-nicotine containers must meet safety rules, and mail sellers must verify age. Non-tobacco nicotine vapor products are not subject to Michigan's Tobacco Products Tax Act under current Treasury guidance.
