Legal with restrictions
Federal law bars North Carolina retailers from selling e-cigarettes to people under 21, while state law still states an 18-year floor. State vapor licensing applies, only nicotine vapor/consumable products listed in the Department of Revenue directory may be sold at retail, and nicotine consumable vapor is taxed at $0.05 per milliliter.
