Legal with restrictions
North Dakota permits electronic-smoking-device sales to adults 21 or older. Nicotine devices must appear in the Attorney General's directory, dealers and distributors need state tobacco licensing, remote sellers must verify age and obtain an adult signature, and the state currently identifies no special electronic-cigarette excise tax.
