Legal with restrictions
Pennsylvania permits e-cigarette sales to adults 21 or older. Covered businesses need tobacco-product licenses, nicotine electronic cigarettes sold at retail must appear in the Attorney General's ENDS directory, and e-cigarettes, devices, and liquids are generally taxed at 40% of the wholesaler purchase price.
