Legal with restrictions
Utah permits qualifying e-cigarette sales to adults 21 or older. Retailers need state tax, local-health, business, and 2026 specialized-product licenses; products must be registered, limited to tobacco or menthol flavor and 4%/40 mg/ml nicotine, and are taxed at 71% of manufacturer sales price. Consumer internet/mail/phone purchase is prohibited because only licensed persons may buy through those channels.
