Vermont permits tobacco-substitute sales to adults 21 or older. Retailers need a tobacco license and tobacco-substitute endorsement, consumer internet shipments are prohibited, deceptive youth-oriented product designs are barred, vaping is covered by statewide smoke-free laws, and electronic cigarettes and paraphernalia are taxed at 92% of wholesale price.
