Illegal / prohibited
Wisconsin has no general adult-use or medical-marijuana program. THC remains Schedule I outside narrow statutory exclusions; a first THC-possession conviction may carry up to a $1,000 fine, six months' imprisonment, or both, and a second or subsequent qualifying drug conviction is a Class I felony. Hemp, qualifying nonpsychoactive cannabidiol, and an FDA-approved low-residual-THC drug exception do not create a general cannabis program.
