Legal with restrictions
Federal law bars sales of nicotine and tobacco vaping products to people under 21. Wisconsin requires a municipal cigarette, tobacco, and electronic-vaping-device retail license plus a state seller's permit, restricts sales to devices on its live directory, and imposes a five-cent-per-milliliter vapor-products excise tax.
